Russian Buyers Take the Lead in Phuket's Real Estate Market

In the first quarter of 2022, Russians purchased 74 apartments in Phuket with a total value of 245 million baht, displacing Chinese investors from the top position. According to the Real Estate Information Center of Thailand, by the end of 2022, Russian citizens owned approximately 40% of all condominiums on the island. The first quarter figures exceeded the results for all of 2021, when Russians bought only 54 properties.

Nattha Kahapana, Managing Director of Knight Frank Thailand, noted the return of Russian investors in late 2021 as a key factor in the market's recovery. Chinese buyers, who previously dominated the island, reduced their activity due to zero-COVID policy and restrictions on currency transfers from China. During the same period, Chinese buyers purchased only 14 apartments, Americans - nine.

Transaction Structure and Price Dynamics

The average price per square meter in Phuket depends on location and view characteristics. Apartments with sea views sell for 196,000 baht per square meter - a 1.6% increase compared to 2020. Properties without ocean panoramas cost 76,526 baht per square meter, an increase of 0.45%.

In 2022, the total number of apartments transferred to buyers increased to 1,966 units versus 1,425 in 2021. The share of foreigners in Phuket's real estate market reached 32.4%, while a year earlier it was 24%. Phattanan Phisutthiwimol, President of the Phuket Real Estate Association, emphasized that foreign buyers became the catalyst for the local market's recovery.

Why Russians Choose Phuket for Investment

Ekaterina Okisheva, a real estate sales specialist with 15 years of experience in Thailand, cites several reasons for the surge in interest. Thailand remains an affordable country with a high standard of living compared to Europe. The Thai baht is stable relative to the dollar, which is critical amid ruble volatility.

Buyers view Phuket real estate as a tool for asset diversification and passive income. About 90% of properties sold in 2021 were purchased by Russians, the remaining 10% - by Thais for use as holiday homes. Foreigners are attracted by the opportunity to use apartments both for personal residence and for renting to tourists.

Moscow-based agency Intermark Real Estate recorded a shift in investor preferences. Southeast Asia accounted for 27% of foreign transactions in 2022 versus 12% a year earlier. Europe, previously leading in buyer choice, lost ground after February 2022. Turkey, the Middle East and the ASEAN region became priority destinations.

Visa Preferences for Property Buyers

Thailand offers privileges for foreigners investing in the local economy. Purchasing property worth 10 million baht or more (approximately 27.1 million rubles at the exchange rate at the time of research publication) opens access to simplified visa regimes. Specialists from high-tech startups receive additional benefits under Board of Investment programs.

Obtaining permanent residency requires continuous residence on a business visa for at least three years. Okisheva notes that many Russians choose the path of obtaining long-term visas through company registration or participation in programs for qualified specialists.

Tourism Sector Impact on Real Estate Market

Tourism recovery after the pandemic directly affected housing demand. According to the Real Estate Information Center, Phuket's tourism sector revenues in 2022 increased more than 10-fold compared to 2021. Vichai Viratkapan, Acting Director General of REIC, links the market revival to the launch of the Phuket Sandbox program and the Test & Go scheme, which facilitated entry for foreigners.

From January to June 2023, Thailand was visited by 791,574 Russians - a 1000% increase compared to the same period in 2022. The influx of tourists stimulated the rental market and increased the attractiveness of investments in condominiums. Developers who suspended new project launches during the pandemic resumed sales of remaining properties.

Forecasts and Risks for Investors

Knight Frank Thailand analysts forecast housing prices in Phuket to grow by 10-15% amid increased buyer activity. Nattha Kahapana warns that full recovery of the condominium market will take time, as it remains tied to the tourism sector.

Real estate agents record "crazy" demand in November-January 2022-2023, when sales exceeded the indicators of the previous 10 years. Investor anxiety about the long-term prospects of the Russian economy fueled the search for safe assets abroad. Unlike Istanbul or Dubai, where property purchase is associated with relocation or obtaining citizenship, Phuket is viewed primarily as an investment destination.

Comparison with Other Asian Markets

Phuket competes with Bali, Vietnam and Dubai for the attention of Russian investors. Thailand wins through developed infrastructure, clear tax regime and neutral position regarding geopolitical conflicts. Real estate specialists note that the Asian region is perceived as a safe and stable destination.

In Vietnam and India, the cost of living is lower, but the level of service and legal protection of foreign buyers are inferior to Thai standards. European destinations previously popular among Russians - Bulgaria, Germany, Spain - lost relevance after the introduction of sanctions and visa restrictions.

Phuket Market Supply Structure

Most transactions involve condominiums in new developments located in coastal areas with developed tourist infrastructure. Developers offer properties with management companies that ensure rental and maintenance of apartments in the owner's absence. The average area of studios is 25-35 square meters, one-bedroom apartments - 40-55 square meters.

The secondary real estate market is less liquid but offers opportunities for negotiation. Resale of apartments purchased at the construction stage can yield a profit of 15-25% provided a project in a sought-after location is chosen. Risks include delays in property delivery and changes in rental market conditions if tourist flow decreases.

What This Means for Buyers in Pattaya

Russian dominance in Phuket affects the entire geography of Thailand's real estate market. Developers in Pattaya are adjusting marketing strategies, targeting Russian-speaking audiences. Competition between resorts works in buyers' favor: developers offer flexible payment plans and additional options to attract investors.

Pattaya beats Phuket on transport accessibility. Proximity to Bangkok and Suvarnabhumi International Airport reduces logistics costs. The price per square meter in Pattaya is 20-30% lower than in Phuket for comparable property quality. Rental yield in high season reaches 6-8% annually versus 5-7% at the island resort.

The growing number of Russian residents in Thailand creates demand for long-term rentals and property purchases for permanent residence. Pattaya's market is more diversified: in addition to tourist condominiums, there are townhouses and villas in gated communities. For families with children, the east coast offers more options with developed social infrastructure - international schools, medical centers, shopping complexes.

Investors should consider demand cyclicality. Phuket traditionally attracts winter tourists, Pattaya receives guests year-round thanks to diverse entertainment and business activity. Portfolio diversification between the two locations reduces dependence on seasonal fluctuations and spreads risks.

Practical Steps for Buyers

Before purchasing property in Phuket or Pattaya, verify title documents at the Land Office. Condominiums are sold to foreigners with full ownership rights provided that the share of foreign owners in the project does not exceed 49%. Ensure the developer has construction permits and quotas for sales to foreigners.

Open a Thai bank account for fund transfers. Banks require confirmation of legal currency origin - a Foreign Exchange Transaction Form issued during conversion. Without this document, registration of ownership at the Land Office is impossible.

Consider financing options through Thai banks. Some credit institutions provide mortgages to foreigners at 4-6% annually with a down payment from 30%. An alternative is installment payment from the developer during construction stage with zero markup.

Evaluate rental income potential. Request occupancy statistics and average nightly rates for similar properties from the management company. Account for maintenance costs, utilities and taxes - they reduce net yield by 2-3 percentage points.

Conclusions

Russian buyers have established themselves as the main driving force of Phuket's real estate market. Record figures for the first quarter of 2022 and a 40% share of condominium ownership demonstrate sustained interest in Thai assets. Currency stability, visa preferences and high standard of living make Thailand an attractive destination for investment and relocation.

Buyers in Pattaya should use the current situation to search for favorable offers. Competition between resorts and developer activity create opportunities to negotiate discounts and additional terms. Proper location selection and legal transaction support minimize risks and ensure stable income from Thai real estate investments.
